Is Lead Generation From Display Networks Possible?

The inventory of display networks of Google & Microsoft is increasing rapidly day by day but is it possible to generate leads or customers from those networks. Although display advertising has always been meant for branding purposes but while trying to generate leads from display networks, we found that even when there has been a lot of clicks & cpc has been low, there was extremely less leads were getting generated. Then we realized that the clicks have been happening from people who do "pay per click" jobs & they will never be interested in filling the lead form as they were not interested in your business in the first place.

Even more problematic was that in some cases when people who were clicking on behalf of the websites filled the form with incorrect data which basically seems like an invalid lead. Although it cannot be generalized & there are cases where leads have been generated but we have found it difficult till now. Still learning how to optimize display advertising on content networks in order to generate leads, any suggestions would be greatly appreciated.
